Motheba Linton

Mrs. Linton has been Senior Crown Counsel in the Attorney General's Chambers since July 2015 – Present (1 year 4 months).  Previously, Mrs. Linton was Crown Counsel (May 2013 – June 2015 (2 years 2 months)); Attorney General’s Chambers before being promoted on competition to Senior Crown Counsel.

Her practice areas include –

  • Provision of general legal guidance to Ministries and Departments of Government pertaining to their duties and obligations under various Ordinances;
  • advice to the Immigration Department, Human Resource Directorate, the Ports Authority and other Government Departments on a myriad of legal issues that they encounter in their day to day operations including but not limited to the interpretation of Pensions Ordinance, the Immigration Ordinance and others;

Before coming to the TCI, Mrs. Linton was Legal Officer at the Jamaica National Works Agency from July 2009 – May 2013 (3 years 11 months) where her responsibilities were –

  • Advised the Chief Executive Officer on his duties, powers and obligations under the Main Roads Act, the Executive Agencies Act, the Financial Administration and Audit (FAA) Act and other legislative instruments under which he operated;
  • Gained extensive exposure to conveyancing from the perspective of the government and preparation of documents pertaining thereto;
  • Gave general legal advice to different departments in the Agency on the rights of the Agency against external bodies and the need to amend the laws under which the Agency operates;
  • facilitating proper investigations into complaints filed against the Agency to ensure that they were settled before they escalated into suits and where that happened that they were competently defended;
  • Reviewed construction contracts between the Government of Jamaica and contractors engaged to carry our road construction/improvement works;
  • Negotiated with persons from whom the Agency wished to acquire or lease lands and prepared documents pertaining thereto;
  • Liaised with Attorneys-at-Law for the said vendors to ensure that all efforts were made to ensure that the relevant documents were executed in a timely manner and that vendors were duly paid;
  • Liaised with the National Land Agency to ensure that documents pertaining to acquisition of lands were executed in a timely manner;
  • Ensured that said documents were sent to the Registrar of Titles for issuance of new Titles in the name of the Commissioner of Lands;
  • Acted as Legal Manager from time to time.
