Acting Governor Her Excellency Anya Williams chaired the 21st meeting of the Cabinet held on Wednesday, 8th July 2026 at the Office of the Premier, Providenciales.

All members of Cabinet were present with the exception of Governor H.E. Dileeni Daniel-Selvaratnam and Attorney General Hon. Rhondalee Knowles, with Ms. Khalila Astwood sitting in as Acting Attorney General. Deputy Premier Hon. Jamell Robinson and Minister of Education, Youth, Sports and Culture Hon. Rachel Taylor were also absent.

At this meeting Cabinet:

• Approved the 1st Supplementary Appropriation Bill 2026 for onward transmission

• Approved a Development Agreement between the Turks and Caicos Islands Government and Desarrollos Hotelco DC Ltd. and Desarrollos Hotelco Astoria Ltd for the redevelopment of Dellis Cay

• Approved amendments to the SPR LND Ltd. (Royal Reef) and TCIG Development Agreement in relation to a Resort/Hotel development on the island of North Caicos

• Approved the appointment of Cindy Ewing as Chairman of the Invest TCI Board as per section 9 (1) (a) of the Invest TCI Act from August 1, 2026 for a period of 3 years

• Noted the outcomes of the consultation process conducted in respect of the Business Licensing (Amendment) Act 2026 and the Business Licence Regulations 2026 and approved a number of policy considerations

• Approved payments for annual professional membership fees and subscriptions for staff members of the Telecommunications Commission whose job roles require them to hold specific qualifications, certifications or memberships in a professional body

• Approved a Fuel Factor Subsidy for eligible residential electricity customers to subsidise the fuel factor above USD 0.22 per KWH for residential customers with an average monthly electricity bill below USD1,500 to assist with expected utility cost increases during the period July - October 2026

• Approved the Interim Clinical and Estates Services-PPP Classification and Independent Advisor advice
