POST CABINET MEETING STATEMENT- 15TH DECEMBER 2025

Her Excellency Dileeni Daniel Selvaratnam chaired the 33rd meeting of Cabinet held on December 15th, 2025, at the Office of the Governor, Raleigh House, Leeward Highway, Providenciales.  

All members were present with the exception of Her Excellency Anya Williams, Deputy Governor with Mrs. Athenee Harvey-Basden attending as Acting Deputy Governor, and Hon. Kyle Knowles, Minister for Health and Human Services.  

At this meeting Cabinet: 

  • Noted the results of the Actuarial Assessment regarding the proposed amendments to the eligibility requirement for the retiring allowances plan. 

  • Noted the formal response from the National Wealth Fund Board regarding an investment decision.  

  • Considered a proposal for the provision of piped water services in South Caicos. 

  • Approved amendments to the Business Licensing (Amendment) Act 2025: Refinement of Equity Ownership Requirements in Reserved Business Categories.  

  • Approved next steps regarding a legal matter.  

  • Approved the Memorandum of Understanding for Financial Support for Turks and Caicos Islands Sanctions Project (improving Sanctions Implementation and Tackling Sanctions Circumvention in the Overseas Territories). 

  • Noted advice in relation to the Virtual Asset Regulatory Framework. 

  • Approved the proposal for the purchase of the property for a purpose-built community and hurricane shelter in Bottle Creek North Caicos. 

  • Approved the introduction of a points-based Permanent Residency System for the Turks and Caicos Islands. 

  • Approved adjustments to tenure of the Turks and Caicos Islander Status Commission and the appointment of Ms. Cynara John as Secretary to the board. 

  • Approved the following changes to the appointments to the Health Professions Council for a period of two years: 

  • Mrs. Susan Malcolm, Deputy Chair  

  • Ms. Alrisa Gardiner, Member
