Recovery

The last stage in the disaster-management cycle is recovery. This can take a long time, sometimes years or decades. For example, some areas in New Orleans have yet to fully recover from Hurricane Katrina in 2005. It involves stabilizing the area and restoring all essential community functions. Recovery requires prioritization: first, essential services like food, clean water, utilities, transportation and healthcare will be restored, with less-essential services being prioritized later.

Ultimately, this stage is about helping individuals, communities, businesses and organizations return to normal or a new normal depending on the impact of the disaster.

As the emergency is brought under control, the affected population is capable of undertaking a growing number of activities aimed at restoring their lives and the infrastructure that supports them. There is no distinct point at which immediate relief changes into recovery and then into long-term sustainable development. There will be many opportunities during the recovery period to enhance prevention and increase preparedness, thus reducing vulnerability. Ideally, there should be a smooth transition from recovery to on-going development.

Recovery activities continue until all systems return to normal or better. Recovery measures, both short and long term, include returning vital life-support systems to minimum operating standards; temporary housing; public information; health and safety education; reconstruction; counseling programs; and economic impact studies. Information resources and services include data collection related to rebuilding, and documentation of lessons learned.

In the recovery phase, also referred to as the recovery and rehabilitation phase, activities are geared towards the restoration of basic services and the beginning of the repair of physical, social and economic damage e.g. lifelines, health and communication facilities, as well as utility systems.

The recovery phase also includes efforts to reduce disaster risk factors.

As disaster-management leaders help their communities recover, the most essential skills are empathy, understanding and relationship building; indeed, without earning the trust of the community, any recovery efforts are likely to come up short.
