On Thursday, 18th December 2025, the Complaints Commissioner, Mrs. Cherylann Jones and Investigative Officer conducted their first visit to His Majesty's Prison to educate prison officers and inmates about the role of the Complaints Commission and the rights of persons in detention to make complaints.
During the visit, the Commissioner explained that the Complaints Commission is an independent body established under the Complaints Commission Ordinance, 2018, to receive and investigate complaints against public officers and public institutions. Special attention was given to the rights of persons who are detained or otherwise confined.
The Commissioner outlined that detainees have the right to make a complaint by informing the Officer in Charge or another officer connected with their detention. The process for submitting a complaint involves several steps to ensure transparency and accessibility. Officers are legally required to assist detainees in writing their complaints, provide them with an unsealed envelope for the complaint, and ensure that the complaint is sent sealed and without delay to the Complaints Commissioner. Once the complaint is submitted, it will be reviewed by the Complaints Commission to determine its validity and appropriate action. All communication between the Commissioner and detainees must remain confidential.
The Commissioner emphasised that making a complaint is a lawful right and that no person should be threatened, punished, or treated unfairly for seeking help from the Complaints Commission.
“This visit is part of our commitment to ensure that everyone, including persons in detention, understands their rights and the proper way to raise concerns,” the Commissioner said.
Prison management welcomed the visit and reaffirmed its commitment to cooperation, transparency, and respect for the law.
