JOB SUMMARY:

The Deputy Collector is a member of the Senior Leadership Team of the Customs Department.  He/she has responsibility for the performance of the operational units within the Customs Department and provides leadership and direction to all officers. The position is responsible for ensuring that the Customs Ordinance is adhered to and, along with the Collector, that the strategic direction of the Department corresponds to Government objectives.

This post will be amended to support the TCI Border Force by 2024 and as such the reporting lines and responsibilities may be restructured accordingly.  In the medium-term, as we transition to a Border Force and embed our new organization, the post holder will form part of the Border Force Steering Group and be required to support staff through significant change.

KEY DUTIES AND RESPONSIBILITIES:

The Deputy Collector is responsible for the management of the units within his/her operational command, oversight of the respective Operational Unit Plans and the delivery of the objectives/targets/outputs required under the Customs Business Plan.  In addition, the Deputy Collector is responsible for assisting the Collector and others in setting the strategic direction of the Customs Department. Specific tasks include:

  1. Deputizing for the Collector during periods of his/her absence, or as required.
  2. Enforcing the provisions of the Customs Ordinance and other associated legislation along with other Departmental guidance and instructions.
  3. Monitoring and regular reporting of Divisional performance against the Departmental and Operational Units Plans, including the production of statistical         data outlining            activities and achievements.
  4. Overall management supervision for the resources assigned to the Division.
  5. Responsibility for Departmental policies and strategies as designated by the
  6. Undertaking regular management inspections and control visits.
  7. Maintenance and regular review of the Divisional Risk Profile and the provision of an annual Certificate of Assurance to the Collector.
  8. Overall management supervision for the collection control and security of revenue within the Division.
  9. Development and maintenance of the Human Resource and other strategies in accordance with the Business and Management Plan.
  10. Personnel management of all matters relating to departmental staff including recruitment, annual reporting/performance, monitoring, training, development, leave, disciple and welfare.
  11. Supervising offence procedures to ensure adherence, to lay down rules, policies and            the law; applying Collectors compounding legislation as appropriate and acting as            departmental prosecutor in certain cases.
  12. Policy responsibility on behalf of the Collector of Customs for all Customs offences and associated matters including the regular appraisal and review as required of the            Customs laws with recommendations for amendments, as       
  13. Principal liaison officer with other national and international law enforcement agencies and coordinator for joint operations.
  14. Line management responsibility for the Assistant Collectors.
  15. Preparation of annual staff Performance Appraisals Assistant Collectors and the Training Manager counter signatory to all Senior Officers within each of the     assigned Operational Units.
  16. Adhere to all Public Service codes, rules and regulations.
  17. Ensuring that the health, safety and welfare of staff is considered in all operational           
  18. Other related tasks as assigned.

MINIMUM QUALIFICATIONS & EXPERIENCE:

Qualifications:

•     This position requires the holder to have a Bachelor's degree in International Trade/ Finance/related field or equivalent.       

•     Senior Management Training program or equivalent academic qualification.

Experience:            

This job requires five (5) years’ experience in the Customs policy and operational areas, of which three (3) years are at a senior management level.

SALARY: Grade 8.1 - $54,789.20 per annum
