JOB SUMMARY:

On appointment pursuant to section 3 (2) of the Turks & Caicos Cadet Corps Ordinance 2015, The Commandant shall be responsible for the command, supervision, discipline, administration and control of the Cadet Corps subjected to the provisions stipulated in TCI Cadet Corps Ordinance.

Strengthening the capacity of the TCI Cadet Corps through the provision of effective training and efficient management of the Cadet Corps. The incumbent is expected to guide the planning and implementation of the Annual Training Programs in line with the organisational Objectives and keeping with the Strategic Policy Directives issued by the Ministry of Education.

KEY DUTIES AND RESPONSIBILITIES:

Legislative:

  1. Makes appointments and promotions in respect of non-commissioned officers as he sees fit;
  2. Makes periodic standing orders pursuant to section 30 of the Cadet Corps Ordinance and;
  3. Issue a handbook, a code of practice or such guidelines as he may see fit, for the guidance, government and regulation of members of the Cadet Corps
  4. Leads on disciplinary matters and hears subsequent appeals;
  5. Serves as Chairman to the TCI Cadets Advisory Committee

Operational:

  1. Recruits and Selects Officers and Adult Instructors (AI) to the establishment
  2. Manages the training and development of all Officers, Adult Instructors and Cadets in line with the Army Proficiency Certificate (APC) Program
  3. Plans and Maintains a key personnel succession plan
  4. Ensures that security guidelines and policies are being implemented and adhered to
  5. Ensures Health and Safety and Child Protection regulations have the highest priority with all Officers and AI
  6. Maintains the welfare of all Officer, AI and Cadets of the TCICC
  7.  Promotes the TCICC within the community, enhancing the awareness of the Cadets in the public eye by fostering effective Public Relations
  8. Liaising and fostering links with the local Civic Society
  9. Ensure that all staff and senior cadets are maintaining a high level of drill, dress and deportment;
  10. Assist in increasing and/or maintaining the sqn strength through conducting exit interviews and creating action plans with cadets wishing to quit prior to completion of the program;

Strategic:

  1.  Develops and maintains systems and procedures for effective Management of the TCICC
  2.  Develops and review priorities and objectives of the TCICC in keeping with communicated strategic directives
  3. Develops and Executes the Operational Planning Activities of the TCICC in keeping with strategic objectives and priorities  

Training:

  1.  Ensures that safe training for the cadets is accordance with approved syllabus, training manuals etc.
  2. Develop a training program in accordance with the aims, goals and aspiration of the Government for the establishment of the Cadet Corp.
  3.  Maintaining accurate training records on each cadet, including promotions, qualifications, and special recognition;
  4. Plan and distribute the monthly training schedule and assigning qualified instructors to each level;
  5.  Ensure instructors have adequate resources (training schedules, authorization for released in advance, etc.) in order to instruct effective and standardized classes;
  6. Coordinating the arraignment of guest speakers and other voluntary instructors to supplement staff and/or cadet instructors;
  7.  Advise the Ministry on a monthly basis on the Cadets Corp weekly training, inclusive of complimentary and optional training;

Financial:

  1.  Production of a costed business plan for the Cadets Program to enable the unit to be efficient, effective and within budget
  2.  Ensuring all public and non-public funds within the unit are managed in accordance with applicable regulations
  3.  Leads on the preparation of budget estimates, projections, profiles and key performance indicators for the Cadets Program

MINIMUM QUALIFICATIONS & EXPERIENCE:

  • An undergraduate degree from a recognized institution or discernible training and background in Cadetting is highly desirable.

·         Must attained the minimum rank of a Captain or equivalent with at least ten (10) years as a                  Commissioned Officer in that Cadet Corps/Force, Armed Forces, or Police Force

·         Must have the minimum experience of Commanding a company of Cadets or a unit of                        equivalent size

·         A proven track record of extensive Training and Development, and stakeholder engagement

·         Experience working with youth and culturally diverse groups

·         Must conduct mandatory Child Safeguarding Certification through Ministry of Education 

SALARY: Grade 7.1 - $54,670.00 per annum
