JOB SUMMARY:

The Deputy Director of the Department of Maritime & Fisheries is a key leadership role with direct oversight and responsibility for the Fisheries Division within the Department. This position plays a crucial role in shaping and implementing the strategic vision for sustainable fisheries management and maritime activities. The incumbent will collaborate closely with the Director and other departmental leaders to drive policy formulation, regulatory compliance, and operational excellence within the Fisheries Division primarily and secondarily the Maritime Division. The Deputy Director supports the Director of FMRM to carry out strategic planning, policy design and make recommendations to government regarding appropriate legislation related to Fisheries Management, maritime safety and associated services.  The Deputy Director provides support for the daily operations of the Department.

KEY DUTIES AND RESPONSIBILITIES:

  1. Strategic Leadership:
    1. Assist the Director in the development of effective strategic planning for the department.
    2. Contribute to the development and execution of the department's overall strategic plan.
  1. Provide strategic direction for the Fisheries Division, aligning activities with broader departmental goals.
  2. Assist with the preparation of Policies, Cabinet Papers/TORs on matters relating to the Fisheries and Maritime Sector.

 

  1. Operational Oversight:
    1. Directly manage and oversee the daily operations of the Department.
    2. Ensure the efficient implementation of fisheries policies and regulations.
    3. Oversee enforcement of Fisheries and maritime laws and issuance of appropriate licenses.

 

  1. Policy Formulation and Implementation:
    1. Lead efforts in formulating and updating fisheries policies in alignment with national and international standards.
    2. Oversee the effective implementation of policies to achieve sustainable fisheries management.
  2. Stakeholder Engagement:
    1. Provide the Fisheries & maritime community with information on the procedures on licenses, registration of vessels and related activities.
    2. Foster positive relationships with stakeholders, including industry representatives, environmental groups, and government agencies.
    3. Represent the Department (internally and externally, locally or internationally) in meetings, conferences, and negotiations related to fisheries management and or maritime affairs.
    4. Represent TCIG on technical committees, workshop and other public forums.

 

  1. Resource Management:
    1. Provide input for preparation of the Department’s corporate plan, annual budget, annual operational plan, programmes and activities.
    2. Manage and allocate resources effectively to support the Division's goals and objectives.
    3. Ensure fiscal responsibility and adherence to budgetary constraints.

 

  1. Compliance and Enforcement:
    1. Develop and implement strategies to ensure compliance with fisheries regulations.
    2. Develop draft departmental procedures for approval by the Director.
    3. Collaborate with enforcement agencies to address illegal fishing activities and other violations.
    4. Collaborates with other stakeholders in the conduct of search and rescue operations in TCI waters.

 

  1. Research and Development:
    1. Foster research initiatives to enhance understanding of marine ecosystems and promote sustainable fishing practices.
    2. Facilitate the development and implementation of innovative technologies in fisheries management.
  2. Capacity Building:
    1. Identify training needs and opportunities for professional development within the Fisheries Division.
    2. Implement programs to enhance the skills and knowledge of divisional staff.
  3. Reporting and Documentation:
    1. Prepare and submit regular reports on the performance of the Fisheries Division to the Director.
    2. Prepare annual performance assessments of supervised staff for submission to the Director.
    3. Maintain accurate records and documentation in compliance with departmental standards.
    4. Other Responsibilities
    5. Act as Director in the Director’s absence.
    6. Adhere to all Public Service codes, rules and regulations.
    7. Perform other duties assigned by proper authorities

QUALIFICATIONS AND EXPERIENCE:

Qualifications:                

  • Master’s degree in Fisheries Management, Marine Biology, Environmental Science, or a related field.

Experience:          

  • Candidates for the position of Deputy Director of the Department of Maritime & Fisheries should possess a minimum of 5 years of relevant experience in fisheries management, marine biology, environmental science, or a closely related field. This experience should demonstrate a comprehensive understanding of fisheries policies, sustainable management practices, and leadership in a senior capacity.
  • Alternately, candidates with a strong background (at least 3 years) in senior roles within governmental bodies, environmental organizations, or related sectors with a proven track record of effective leadership, strategic planning, and policy implementation may also be considered.
  • The ideal candidate should showcase a commitment to advancing sustainable fisheries practices and possess the ability to navigate complex regulatory environments. Flexibility, adaptability, and a collaborative spirit are essential attributes for success in this dynamic and multifaceted role.
  • Also, Candidate that has Strong strategic thinking and analytical skills, excellent communication and interpersonal abilities and ability to build and maintain effective relationships with stakeholders are highly desirable.

REMUNERATION PACKAGE:

SALARY – Grade 8.1- $64,985.00 per annum plus allowances
