JOB SUMMARY:
This is a senior managerial and professional position, which has nationwide responsibility for the management and coordination of the various aspects of the labour and the TCI employment system providing strategic direction at the highest level to ensure harmonious labour relations and economic growth and development of the people of the Turks & Caicos Islands. This includes developing and implementing policies and protocols for promoting international labour standards in TCI. Providing leadership to the Deputy Commissioner and Senior Labour Inspectors, Senior Employment Officer and Secretary to Immigration Board.
KEY DUTIES AND RESPONSIBILITIES:
- Overall responsibility for the Management and administration of the Employment Services Department.
- Oversee the maintenance of a reliable database of employment opportunities and unemployed Turks & Caicos Islanders, to inform the placement of competent islanders on jobs that compliment their skills and expertise.
- Issuing and monitoring the labour clearance certificates system.
- Maintaining an up to date and accurate register of Trade Unions and Employers associations in the islands.
- Ensuring the observance of labour standards such as wages, hours of work and rest days; holidays; vacations; maternity leave; freedom of association; right to collective bargaining and health and safety at work.
- Facilitating and collaboration with the labour tribunal on settlement of disputes.
- Maintaining effective contacts within the public and private sector to ensure access to all employment opportunities
- Ensuring job seekers are aware of the department and its functions, whilst encouraging them to register as unemployed.
- Working with employers to identify the skills needed in the economy
- Developing policies and strategies in line with a decent work country programme.
- Oversee the processes involved in issuance of work permits.
- Oversee the day to operations of the Immigration Board Secretariat
- Working with the department of Youth, Education and Sports to coordinate curriculum development and scholarship policies and procedures to develop the country’s human resource skills.
- Monitoring the effectiveness of immigration policy on the labour market and advising the Ministry accordingly.
- Ensuring that employers provide counterpart training for their specified categories of employees via Business & Staff Training Plans.
- Investigating industrial incidents and assisting with the settling of injury complaints.
- Oversee labour standards inspections
- Preventing and settling industrial disputes through monitoring of adherence to legislation and regulating conditions of work
- Providing employers and employees with information and assistance in the exercise of their rights through provision of conciliatory services.
- Developing and managing the departments relationship with vocational training agencies, the ILO and other labour administrations in the region
- Adhere to all Public Service codes, rules and regulations
- Perform other related tasks as assigned.
QUALIFICATIONS AND EXPERIENCE:
Qualifications:
- This position requires a Bachelor degree or higher in Industrial Relations/Human Resources/related field or equivalent. A degree in Law would be an asset.
Experience:
- The position requires five (5) years in a Senior Managerial position in a related role to acquire the necessary competencies to effectively respond to the challenges of the job. This experience could span:-
- Trade Union Board Membership
- Dispute Resolution Organization
SALARY: GRADE 10.1 -$76,112.40 per annum, with Allowances of approximately $6,900.00 per annum.
