JOB SUMMARY

Our Border Force will change the way we protect TCI’s borders, transforming the way we work to prioritize the safety and security of residents and visitors to these Islands.  Border Force will make it simpler and more seamless for legitimate goods and travellers to cross our border and we will focus our efforts on finding and tackling those determined to abuse our rules – whether that is working or employing someone unlawfully, being involved in the importation of drugs or prohibited items, or fraudulently making an application to stay.  A significant enabler to this transformational change is our shift to digitisation across our border services landscape.

This IT Product Manager will be a new and critical part of our leadership team.  This is a deliberately senior but hands-on role, which is designed to drive the success of the significant IT projects that will be delivered in the short and medium term and ensure the products we establish add the intended value to TCI’s border security.

In your role as IT Product Manager, you will be the key link between our delivery contractors and our business and oversee all IT delivery.  You will work closely with contractors and their delivery managers and coordinate across different teams to deliver large, and often complex, business outcomes.  As our overall Border Force IT lead, you will be expected to manage our IT delivery, dependencies, cost and quality standards, and maintain and report a high-level delivery roadmap across multiple contractors and product teams.  You will be expected to work with flexibility and use your experience of working in technology or digital environments to deliver on time and to standard, and drive continuous improvement.

You will work with multiple senior stakeholders across the organisation, including drivers of Border Force policy, members of the wider TCI Government digital community and colleagues in procurement and finance.  As a leader within the delivery community, you will provide technical leadership, guidance, and support to others.

KEY DUTIES AND RESPONSIBILITIES:

  • Engaging with suppliers and contractors to retain oversight of digital and IT delivery across key products;
  • Engaging with internal Border Force leads and multi-discipline leads across TCI Government, to ensure digital and IT delivery is enabled and in line with Border Force priorities;
  • Taking insight from individual product delivery plans to translate individual product roadmaps into a delivery plan, ensuring appropriate sequencing of the work across teams;
  • Identifying and implementing appropriate governance mechanisms to support complicated delivery, enabling timely decisions, and preventing governance duplication;
  • Overseeing engagement with Border Force teams on business delivery and business change in line with the delivery of IT products, ensuring business readiness for the capabilities being delivered;
  • Owning senior stakeholder relationships across the landscape, influencing project leads across suppliers to deliver in line with business priorities;
  • Ensuring quality is considered in all trade-offs and conversations in planning and delivery, understanding the potential impacts on quality of demands placed on product delivery teams;
  • Using your delivery expertise to actively manage risks, issues and dependencies across multiple delivery teams, acting as the final escalation point for risks raised;
  • Using feedback loops, data analysis to ensure the quality and tangible impact of products is within tolerance;
  • Maintaining a direct relationship with the Border Force Director General and their executive team to define delivery strategies at department or organisational level, aligning to business goals;
  • Play an active role in the Border Force leadership team;
  • Manage own professional development, ensuring skills and capabilities are kept up to date with the digital and IT landscape;
  • Adhere to all Public Service codes, rules and regulations.

QUALIFICATIONS AND EXPERIENCE:

Demonstrable experience of driving and delivery in the IT and Digital space is required, as below:

Essential Qualifications:

  • Bachelor’s Degree in any IT, business or related discipline;
  • Certification in project or programme delivery (e.g. Prince 2, APM) is desirable.

Essential Experience:

  • Tangible, demonstrable experience in IT delivery;
  • Managing competing priorities to deliver value;
  • Building and maintaining stakeholder networks, including within and outside the immediate organisation;
  • Financial management – leveraging budget and prioritising business needs;
  • Creating and managing IT delivery plans, including forecasting;

Desirable experience:

  • Previous experience as a product owner, product manager or IT Delivery lead
  • Previous experience of delivering or managing border security or law enforcement products
  • Previous experience of working within a law enforcement or government setting

COMPENSATION:

SALARY: Grade 8 - -$54,789.20 per annum
