Our Mission

LEGAL DIVISION

The Mission of the Attorney General’s Chambers Legal Division is to –

  • Support the government in working to ensure that the Turks and Caicos Islands is a just and law-abiding society with an accessible, efficient and fair system of justice;
  • Provide high-quality legal services and advice to the government and to client departments and agencies; and
  • Promote respect for rights and freedoms, the law and the Constitution.

 

There are three components to our statement of mission:

  1. Support the government in working to ensure that the Turks and Caicos Islands is a just and law-abiding society with an accessible, efficient and fair system of justice.

This component is the basis of the Chambers’ place in the government as a whole.  It reflects the public-interest role of the Attorney General and lies behind our policy responsibilities, our responsibilities before the courts, and our professional responsibilities as the legal department of government.  The overall purpose of all members of the Chambers is to contribute to ensuring that the Turks and Caicos Islands has a justice system that is responsive to openness, fairness and democratic principles.

 

     2.  Provide high-quality legal services and counsel to the government and to client departments and agencies.

The range of legal services provided by the Chambers is vast and goes well beyond traditional legal advice, litigation and legislative drafting, though these remain as important as ever.  Our services also include policy advice, some based on our legal expertise, and some based on our understanding of how our clients’ needs fit into our systems of government and laws.  We are sensitive to the needs of all our clients, whether it be the government as a whole, or individual clients.

 

    3.  Promote respect for rights and freedoms, the law and the Constitution

Our Constitution is founded on the rule of law.  Respect for these principles and laws is fundamental to the role of Chambers within the government and within the justice system, and it is the responsibility of all members of the Chambers to seek to ensure that this respect has deep roots and that it flourishes.

 

 

LANDS DIVISION

The Mission of the Lands Division of the Attorney General’s Chambers is to facilitate improvement in the quality of life of all Turks and Caicos Islanders through professional, transparent and efficient administration, equitable access, secure tenure and sustainable management of our land resources. 

To this end, we will,

  1. Continue to enhance and improve our working practices, through establishment of service standards, advancement in technology, up skilling our labour force and paying particular attention to our customers’ needs and taking on board the best ideas as far as practically possible, and enhancing overall performance of the Lands Division by instilling a culture of hard work, commitment and discipline.
  1. Restore confidence in Crown land administration and management, through the:
  • Standardisation operational procedures via the development of a manual of procedures.
  • Improvement the our record keeping system.
  • Maintenance of a public register of all allocations of Crown land.
  • Provision equitable and efficient access to Crown land, for residential purposes.
  • Strengthen measures to protect Crown land.
  • Streamline the process for divestment of Crown land for commercial purposes.
  1. Maintain and develop a stable and effective land registration system that provides security of title to registered land and to provide the very best service for guaranteeing ownership of land and facilitating property transactions though the ,
  • Implementation of an electronic register system and digitise the existing parcel files.
  • Development of a Customer Service Centre on Providenciales.
  • Development of an integrated, reliable, and responsive land information system to provide improved government functions and enhanced customer service.
  • Introduction of a system of data collection that will allow us to judge our performance on a monthly basis.
  • Develop and enhance our existing services.
  1. Provide superior quality services on land survey, cadastre, mapping, land and geographical information to our customers through the,
  • Maintenance of maps and plans to support title registration.
  • Maintenance and modernisation of the Lands Information System (LIS).
  • Maintenance of Survey control points.
  • Review of all surveys to ensure that they are undertaken in accordance with the regulation and that standards outlined in the Land Survey Ordinance.
  • Calibration and maintenance of precise distance and angular measuring equipment used.
  1. Provide the Government and its Agencies with Valuation and Land Economy advice and technical expertise of the highest professional standard to enable fair, consistent and competent decision-making in respect of property transactions, stamp duty assessment and land acquisition and management through the,
  • Establishment of a national framework for valuation to improve efficiency and accuracy of  the valuations being undertaken. This also includes development of legislation to regulate the professional standard and ethics of real estate dealers and valuers. 
  • Licensing of individuals engaged in providing valuation services.
  1. Identify ways to reduce expenditure, improve our revenue stream and actively collect land revenue, including the,
  • Development of a strong base for collection of revenue and appropriations to support the operations of the Lands Division and the Government as a whole.
  • Development of a better budgetary system, one that’s based on projects/programmes to improve financial management.
